lirc - irsend: hardware does not support sending

This looks like a pretty common issue, but I don't see much in the way of a
fix...

OpenSUSE 10.2. Home built serial IR receiver/transmitter. The transmitter is
controlled by the DTR line.

lirc is v0.8.0-41. lirc-modules are v0.8.0_2.6.18.2_34. These were installed
using Yast2

Once I stop lircd and disable the uart on ttyS0 I have no problem recieving
IR with this unit. I'm not having much luck transmitting though. The irsend
command complains that "the hardware does not support sending".

I've been bouncing around lirc.org, but the documentation is scattered
around pretty good.

Assume that I just installed OpenSUSE 10.2 and the first thing I did (after
all updates) was to install lirc and the lirc modules with Yast2. What would
I need to do to start sending with my transmitter? With my sample below,
what irsend command(s) would I use to send "Power, 1, 0"

Thanks

Sample remote config I generated with the receiver:
