FC6 Not using both virtual CPU's

I have a Pentium D processor with 102 GCC Motherboard I am not able to
boot FC6 in dual processor mode ,I can use FC6 on this system in
Single Processor Mode I get an error saying PCI BIOS Bug ,I thought it
is a BIOS problem so downloaded and upgraded the latest drivers from
Intel but the problem is same it can boot in single CPU mode not in
dual CPU mode any help/suggestions/further reading/new kernel/links
are appreciated .
I am posting the output of /var/log/messages
Since I don't have an idea of where to look for when it boots for the
second time these boot messages also include the logs when the system
was correctly able to boot.
