10.2 seems to ignore /etc/hosts.conf and "mdns off"

Earlier on 10.0 this seemed to work. I can't find a lot of information
on the net about hosts.conf, but in reference to disabling MDNS
(Multicast DNS) instructions suggest this is how it's done.
Did something change in 10.2? Is there another way to configure it out
of the system? If I try to use YAST to unload the MDNS Responder
package, kde, gnome, and all kinds of folks complain.
