wget use the -limit-rate=amount
ftp use -T direction,maximum[,increment]

I see nothing for the others you mention. It might be worth looking at qdisc
if you want to set the rate overall by IP etc.

Do you have some info that is understandable for normal people. What I
found with google only confuses me and seem to be written for people who
know what they are doing already.
