Installing deb files in Kubuntu is quite similar to installing rpm files.
Works with apt/Synaptic or Adept if you like.

Not sure about converting rpm's to deb's. Alien will convert rpm's to deb's,
that's right, but I guess you won't be able to use most Suse rpm's in
Kubuntu, even after convertion. But I can assure you that the number of
applications available for Kubuntu is fairly equal, if not higher, than
Suse.
