The SuSE manual? I have to admit I didn't look into it.

I think the warning message is trying to give you a hint,
maybe LaTex need the ls-R files to find where you have times.sty

The ls-R files are there. They all contain:

% ls-R -- filename database for kpathsea; do not change this line.
./:

However, it's strange that SuSEConfig dosn't make them for you if they
are needed.

Yes, that's indeed strange. Maybe it's a problem with permissions?
mktexlsr seems to switch to user 'nobody'.
