I assume the drives are connected and jumpered properly. I've seen strange things when they're not! For example a WD drive has to be changed from "single" to "master" when you add a second drive set to "slave".

Do you have a "BIOS extension" installed to allow the BIOS to work with larger drives? If the BIOS has LBA setting it should at least accommodate a 137GiB drive. (128GB in drive size)

Now the questions to the community:
1) How could I make my BIOS see the HDD2 at the boot up ? I think
that is the root cause of the problem of reporting "GRUB 21" error.

If the BIOS can't find stage2, grub will report an error.
Is there a BIOS up-date available from the motherboard maker?
Another possibility is to get a PCI hard drive card which includes a BIOS that can use larger drives.
