I am now using the bittorrent, but it is going to take forever. Could
someone shed some light on why I am getting this error and what I can
do, if anything, to resolve the issue.

I get similar error using Firefox

this server.

Additionally, a 403 Forbidden error was encountered while trying to use
an ErrorDocument to handle the request. Apache/2.0.52 (Red Hat) Server
at linux.nssl.noaa.gov Port 80
