I had this type of pb with 10.2 :
When starting Yast, I was asked for the root passwd and it was always
recused (I checked on kwrite if what I was typing in the password
field was really the correct passwd)
I had to open a console, then su (the _very same_ password was then
accepted), then from this root console I could start Yast
