You don't need to reinstall if you lost the root password, it can be
changed.

I have usually given these two ways (I've learned them from somewhere
here sometimes) to do that.

Method 1:

1. reboot the box and for the options run "init=/bin/bash"
2. when you get the system prompt type "mount -o remount,rw /"
3. then reset the password by typing "passwd"

Method 2:

At the boot screen (GRUB), type an 'E', then highlight the line
containing 'kernel' and press 'E' again. At the end of the line add a
space and then:

init=/bin/bash

Press 'Enter' and then 'B' (to boot). You will be dumped in a single
user command line where you enter:

passwd

and change it, then reboot.

Will this also allow you to break into somebody else's system?

If you have physical access to a computer and you can do the things
advised above, yes, of course.
