You are right about the runlevel.

No, I've not investigated any further. After two weeks of
this I've got a good work-around. And I'm rather peeved
at openSuSE who think this is a closed bug in spite of being
told (by me among others) that it is still there.

It is like the bug in the repository lists for 10.3. That's
trivial to fix with an update -- but there is no fix.

There probably doesn't need to be a "fix" because the solution is
probably a few clicks away with the runlevel configuration tool. A
different default setting that differs from your personal opinion about
what the default should be isn't a bug.

have you tried to use YaST2 in runlevel 3 thats why i dropped 10.2 and went
back to 10.2
.
