This is a known (and as yet unfixed) bug in openSUSE 10.3

My guess is that you are booting into runlevel 3 and then
starting X windows by typing startx. If you do that, then
you will not be able to mount a USB stick and you will get
the error message above.

The work-around is to set the machine to boot directly to
runlevel 5 (a running X window system). If you do this then
your USB sticks will work just fine.

If I am wrong about what you are doing, please let us know.
