Make sure it, and the directories above it are writable for your user.
On a related question: how can I "start from scratch" with default KDE
settings as if I created a new user login? Is it simply a matter of
logging off, deleting the .kde and .kde4 directories in my home
directory and logging in again?
Renaming them is safer as you don't lose all the settings and can easily
restore things as required. Just as a couple of examples of the stuff
you might not want to lose:
Knode saves news server settings, subscribed newsgroup data, score and
filter files, and saved articles in the directory .kde/share/apps/knode
Konqueror stores its bookmarks and URL history, and some other stuff
inside .kde/share/apps/konqueror
There are others as well, and if you look in .kde/share/config/ you'll
find all the configuration files for different applications that you can
play with :-)
