You could try commenting out the line in /etc/inittab:
# what to do when CTRL-ALT-DEL is pressed
ca::ctrlaltdel:/sbin/shutdown -r -t 4 now
which should stop it being intercepted after you've next rebooted. To stop
it without rebooting first, I'm not sure about. You'd probably have to do
some magic with xmodmap and a dead chicken.
Also, I did hide the menu bar in kdrc and dont know a way how I can unhide
it again.
The menu bar in most KDE apps can be hidden and unhidden using Ctrl+M.
