The filesystem journalling system leads to that periodic disk access.
When the "Powersave" scheme is active in KPowersave, the frequency of this
disk access is reduced. But it cannot be avoided.
But, if you are trying to spin down the disk to save power, let me tell you
that it is rather irrelevant. I have measured the power saving of spinning
down the hard drive and I saved just 1 Watt...
Much more relevant to power saving is the LCD brightness, the processor (use
the Powertop app to identify the performance hogs), you can also switch the
wireless off when it is not being used (most laptops have a hardware switch
for this), also remove Bluetooth dongles and other external USB devices
than are not being used.
