apcups worked in 10.2, not in 10.3 :(

I had apcupsd working fine in 10.2. I just installed 10.3 and I can't get it to work. I think it must be a driver or udev problem. This is a USB BackUPS ES.

lsusb doesn't even show my UPS now. I got far enough into the docs to think maybe I need to manually create hiddev* nodes...? Wanted to see if anyone else solved this first. I wonder what changed in 10.3.
