In Yast/Sax2, I manually set vertical refresh rate to 60. The test mode
showed 1280x1024 resolution (tried other rates, got lower resolutions).
The games that were flickering and/or had bar moving up vertically still
did that. I set those games (well, most - glQuake has no setting for
that) to 1280x1024 resolution, problem solved! I only did that for games
that had this problem, many others never had any problem to begin with.
I still have no idea why this just started up today, maybe I just never
noticed it before? I don't really know. I swear computers are haunted....

I had flicker on my Dell E520 with a 19" LCD. The flicker I had was only
when the game started or when I played a video. Setting 60Hz and resolution
to 1280x1024 didn't work for me. Out of frustration I stumbled on a
solution/workaround. I changed the connection from DVI to the VGA
connection. Now no more flicker.

Oh, also I have an ATI X1350 video card which has given me nothing but
headaches.

I just installed openSUSE 10.3, works great with my Epson Stylus Photo
260 printer, unlike 10.2. Similar video problem, but setting VertRefresh
to 60Hz fixed the flicker. The other problem I was having was faint
lines moving up the screen. My T.V. does it, too, when switching
channels - you can see it just before the new channel appears. Must be
something in the power lines, or some such interference.
