OK - googling for the suggestions from Yoda and Michael Soibelman has
provided the pointers I needed, which turned out to be suprisingly easy in
the end. I'll detail what I did below for anyone else searching the group.

1) Install your alternative languages via Yast -> System -> Language.
2) Use sax2 to add your additional keyboard layout (and, optionally, change
the default startup keyboard layout).
3) Restart the X Server.
4) Swap between keyboard layouts using Alt-Shift. (This is configurable in
sax2)

Now I can enter either English or Greek characters into any program that
accepts keyboard input. The language settings in Office seem to have no
effect. The only snaggete is that some of the symbols (for example the "@"
symbol) moves to a different position between the English & Greek layouts
but I've found Google pages that explain how to modify the X keyboard maps
to change them back.

I'm now going to investigate Yodas' kbswitch as an alternative means of
switching keyboard layouts.
