TCP timeout is too high



openSUSE 10.3

i've noticed suse takes a long time to give up on TCP connections,
compared to a winders box here. if I telnet to some address/port that I
know isn't right, it takes about two minutes before it decides to give
up. this has become a bit annoying with some apps, waiting for it do die
because I accidentally typed the port wrong or something. Any tips?
