Read this extract from that page:
"You cannot format a volume larger than 32 GB in size using the FAT32 file
system in Windows 2000. The Windows 2000 FastFAT driver can mount and
support volumes larger than 32 GB that use the FAT32 file system (subject to
the other limits), but you cannot create one using the Format tool. This
behavior is by design. If you need to create a volume larger than 32 GB, use
the NTFS file system instead."
As I said elsewhere: they will refuse to format more than x GB. Apparently
32 GB. But the driver supports volumes larger than 32 GB.

Read: It works perfectly well, but we prefer to push you towards NTFS.
Made marketing sense in those days: the more NTFS formatted USB drives there
are, the greater the pressure to move towards Win2000, away from Win9x.
If you like a > 32 GB FAT drive, just create the partition with Linux.
Yast's partitioner is a very reliable tools for that.
