Short answer: clean install is always better.
Why? Because it's guaranteed (ok, virtually guaranteed) to work :P
The issue with distro upgrades was one of the reasons I installed Gentoo on my primary PC (Gentoo is versionless; there are no distro upgrades).
I wish openSUSE had decided on being versionless as well.
