This is correct. et us see what it says:
1) It is not in the distribution
2) It is not in the OSS reporsitory
however
3) It is included in the
http://software.opensuse.org/ymp/X11:windowmanagers repository.

So not in the OSS one, but in the X11:windowmanagers one. See how one
does not contracdict the other?

I'm always do net install with every new version, the only link to the
repo I know is http://download.opensuse.org/distribution/xx.x/repo/oss.

Well, it ain't there, so do a minimal install and then add the one once
you have a running system or make your own repo (with the build service
if need be)

Why cant they add fluxbox there instead of adding another repo only to
install fluxbox.

Because more people will want that other one instead of fluxbox. I
wouldn't be surprised if they do that with Windowmaker one time as well.

Unfortunatly they need to make some choices as to what comes where ad
there will always be people who will not agree with it. So I would
sugest doing a two step install.
1) Minimal CLI install
2) Install whatever you needr

But I have to say 11.0 is much better then 10.3, yast work faster than
before (i only have installation repos there, idk if I'm adding packman,
things will get worse or not).
