I recently upgraded my 10.3 installation (x86_64) to 11.0, and fixed
the rough edges except for Compiz-Fusion, which I had used
successfully on 10.3. According to what I had read, 11.0 would set it
up automatically if the target hardware was suitable (Nvidia, in this
case). And I've got that blue thing with the arrow sticking up in the
panel, but when I press Alt-Ctrl and try to drag the upper middle of
the Web browser with the mouse to make it bend down, it doesn't work.
How should I go about investigating the reason for this?

Check ~/.xsession-errors for any info.

Do 'pidof compiz' to see if it is running.

Try running compiz manually. Typically compiz is run with several switches,
I forget what they are. Google for them or just run compiz.

Before your run compiz command manually, do:

tail -f .xsession-errors in a console.

Then run compiz in another console.

That should help get you started and figure out where/what to go/do next.

less .xsession-errors

compiz (core) - Fatal: No GLXFBConfig for default depth, this isn't
going to work.
compiz (core) - Error: Failed to manage screen: 0

pidof compiz: nothing

compiz-manager&& doesn't start anything.

I know, it's just eye candy. I didn't always have it running even when
it worked. But if this helps someone diagnose the problem, I would
appreciate advice.

I had to install the proprietary Nvidia driver to make it work. There
is no other way.
