Clock range different between 10.3 and 11.0

Using an AST2000 graphics chip, using 10.3 the clock range was 9.5 to 165.0 MHz, but opensuse 11.0 calculates it at 9.5 to 24.0 MHz and will not find a modline to use.
It looks like clock range is calculated, can it be set in xorg.conf ? Still scanning for an answer.
