Nope. I double-checked the website and OpenSuse states that the
LiveCDs are missing some packages.

The fact that a DVD holds 4.2GB and a CD max 800MB, I would say that is
implied. ;-)

That is implied for a LiveCD not and not implied for an base
installation. If one installs across the network would you expect a
LiveCD install or a Full base installation?

What's not stated is that using the LiveCDs would not install all the
packages installed by the DVD, assuming the DVD installs packages like
gnome-menus-manager, nfs-server, etc. I've loaded twice from the
LiveCD and these were MIA as well as the GDM-Login- Window.

The reason for this is that they now use images, I believe and not so
much a real installation. I could be completely wrong here.
The image is on the LiveCD, when installing I would expect to the
installer to act as if it was a network installation. Yes, maybe copy
some packages from the LiveCD but installing from the LiveCD should
install start a network installation. If the LiveCD is only moving the
LiveCD to the HD it should be made clear that's what it's doing, ie,
options: boot LiveCD, boot from HD, copy LiveCD to hard drive, begin
network install.

I'm using software manager now to install gnome-menus-manager, I'd
tried to install it with zypper previously but it didn't show up.

I do not even know what that is. It can not be found on the site.
gnome-menus-manager does not exist gnome-menus-editor does for 11.1, but
mo idea if that is what you are looking for.
If you use KDE its kmenuedit in Gnome its gnome-menus-editor

GDM-Login-window allows users to install different login screens for
Gnome users. On my system 11.0 (and prior 10.3) system I display a
different login screen after each logoff. And I change the splashy every
once in awhile.
