I've done many upgrades from one version to another.
But I'm almost sure that going from 10.3 to 11.1 which is the latest
released version will not be simple.
If you have /home on a separate partition, do a fresh installation
keeping your old home.
If not, next time you will have it.
I think the answer to your initial question is no.
You need at least the net iso.
If you have hard disk space, It'possible to copy the contents of /home.
Back it up, do the install and put the /home back, this time to its own
partition. I would use another computer in the network for this.
I would do a very basic and simple install at this stage.
You can always add things on it afterwards.
At this time it's nice to have the /home really basic, just the stuff
that needs to be there for system requirements.
I have not much user data (music, movies, etc) in the physical /home.
I use separate disks which I mount afterwards. So the physical /home is
small.
Godd luck. Be patient, watch your steps.
Have another computer at hand to be able to ask in case of
trouble.
