Yeah. AIUI the fix is already in the repos for that - the existing LZMA
library was getting deleted after all the new packages were downloaded
but before they were unpacked, so unpacking them obviously failed!
In theory it's still possible to get burned by this bug if using the
11.4 DVD as a local repo for 'zypper dup' - maybe some people with bad
internet access (who can get someone else to download and burn a DVD for
them) would try this, but even then they can do a straight install from
the DVD anyway. There are other workarounds such as manually
reinstalling the LZMA library.
I doubt they'll release an updated DVD image to address this, but it's
possible.

I must read up on doing 'zypper dup' when unofficial repos are enabled
(i.e. Packman) before I attempt it. There again, I might just go with a
full install, my full install of 11.3 was only a couple of months ago
and I have notes of what I needed to do (add packages, enable special
laptop keys, disable hard disk powersaving, etc.) so another fresh
install wouldn't be much pain. When the last fresh install was 2 years
ago, a lot of stuff gets forgotten!
I did try an upgrade from 11.1 to 11.3, but it was pretty flaky due to
reading KDE4 settings from previous attempts to use a factory KDE4 on
11.1. I'd stuck with KDE3.5 for as long as I could, but I'm used to KDE4
now and the only remaining major problem is compositing causing crashes
on my Intel graphics chipset, hopefully fixed in 11.4 - workaround is to
turn off compositing on each reboot.
Dolphin (on KDE4.4.4, 11.3) still isn't nearly as good a file manager as
Konqueror used to be, so I'm hoping for some improvements there too. If
Dolphin supports bookmarks, I haven't figured out how :(
