Ftp-access ???

I'v installed a Linux server. When I try to connect to it with FTP it takes
several second before the promp appears en then several seconds before I can
type usename and password. (it's like woreking with a 300 baud modem)
Finely linux reject the connection.
Have I forgotten some setting ????
