    This sounds like a dns problem, the ftp server wants to do a reverse
    lookup on the connecting IP, check your dns setup. You should get the
    same behviour when you connect by ssh etc if its dns too.

    For the final refusal , do you have ftp enable in Xinetd ?

    try this to see: chkconfig --list | grep ftp

    Heres the output from my linux box with ftp enabled :

    [root@lxnfs001 root]# chkconfig --list | grep ftp
             proftpd: on
             vsftpd: off
