The C compiler is still an extra cost add-on in HPUX.

The vast majority of our users use gcc, a few insist they need the HP
compiler, a smaller number can actually demonstrate that they have
some broken application that require code compiled with it, and then
if they can get it paid for, they get the HP compiler...
