It _is_ available under the GPL and one is called Security Enhanced
Linux (it's the third time I tell you that).

At least part of this has just been merged into Linux 2.6.0-test3.

So if you really want, such an OS is readily available and usable and
there is plenty of software for it because it is basically Linux. You
just have to study the documentation, configure SEL as you like and
test whether it works for your purposes. I've never used SEL, so I
can't say how good it is, but it seems to be good and useful enough to
be merged into the next stable release of Linux.
