Try setting it to "Auto Select" instead (or any other setting - in turn).
Then rip the wire out for 10 seconds (or reboot :-)).
Put it back in and ping the other end.

If the NIC has an MII interface try:
mii-tool

Yes, modules usually can take the setting as an option at load-time.
Though you can try using:
ifconfig eth0 media 100BaseT
Try out some settings. Also the cables your using should correct:
1 and 2 = twisted pair
3 and 6 = twisted pair
Which means if say 1 is blue -> 2 should be white-blue (etc).
Wires 4, 5, 7 and 8 are not used for either 10BaseT nor 100BaseT
