I'm not sure about something running in the background -- but I believe
apache can be configured to un-gzip documents on the fly, so the
solution you're looking for may be as simple as to gzip each html file.
Do look into that further, though, because I'm far from certain (I may
be thinking of something completely unrelated.)
Having said that, you may also wish to look into "compression file
systems" -- I found "ShaoLin CogoFS"
http://www.shaolinmicro.com/product/cogofs/ which is a commercial
product, there may be others...
