Yes. The FHS, Filesystem Hierarchy Standard.

Debian (you won't need to compile Icewm or IDesk for Debian, though. Both
are in the archive).
Don't automatically assume that the distribution is at fault, though.
Authors sometimes have odd ideas about where things should be found. One
of the drawbacks of building from source is that you sometimes have to edit
the makefile.
