That's one majorly hosed XFree86. I haven't seen such on a power failure
but you never know coz it hoses so randomly.
I think you need to run system wide pkg verification via rpm.

Yes. Unless your system was unable to shutdown within 15 minutes of the
power outage. Maybe a hang somewhere while shutting down of services.
