Yes, Linux has variety of IM, ICQ and IRC clients.

gaim IM : http://gaim.sourceforge.net/
kmess IM: http://kmess.sourceforge.net (MSN messenger)

LICQ : http://www.licq.org/

xchat irc: http://xchat.org
chatzilla: http://www.mozilla.org/projects/rt-messaging/chatzilla/

This text is from GAIM home page:

"Gaim is a multi-protocol instant messaging client for Linux, BSD,
MacOS X, and Windows. It is compatible with AIM (Oscar and TOC
protocols), ICQ, MSN Messenger, Yahoo, IRC, Jabber, Gadu-Gadu, and
Zephyr networks."
