MAKEDEV sda1:operation not permitted

I try
$ MAKEDEV sda1
to create and mount mp3player device (it use SmartMedia and connect through
the USB)
But I got a message: Operation not permitted and got "sda1-" device in a
/dev/ directory.
when I want to mount "sda1-" I got a message that it is not valid device.
