I have the RH 9 server but I did update the FTP server to a newer one.

I went ahead and tried this iptables worked ipchains did not
on the iptables it shows reject tcp and reject udp

Uh oh! I did some but to be honest in the heat of trying things there are
some that I probably did not. I have a legal yellow pad almost full of
notes but its getting pretty ratty and I have to hunt a lot.
80% huh! That sounds pretty close.
