help installing RHEL 3 from RPMs

Hi everyone.
Hopefully that isn't too stupid a question:
I've seen the RPMS for Red Hat Enterprise 3 on Red Hat's listed mirrors, but
I'm a little confused.
I thought that you could only download RH9 for free. Am I wrong?
If you can download RHEL3 for free, how exactly do you create CDs from all
those RPMs?
I've downloaded RH9 ISOs and made CDs, but this looks different.
