in need of router/ debuger and news server

I am wondering if there are such programs with any distribution or at least ones
that wouldn't need to much modification.
I would like to hook it up to my windows computer and be able to log the
internet session to disk ( for the router ).
The news server would periodically connect retrieve ONLY articles selected on
some criteria and then act as a news server to the windows machine.

Is such setup possible?
