How did you put it in the space? If you just changed the size in fdisk, then
the FAT will say it's still 19 GB and windows will write to / read from all
of it. You need to shrink it with something like parted.

No, it's because windows can only read FAT/FAT32 filesystems. If you really
want to you could install linux to a UMSDOS partition. (or you can with
slackware anyway, it's called zipslack and you don't even need it to be on
a separate partition from windows.) but it will run slower. Or you could
use the explore2fs program if your linux partition is ext2 formatted. Of
course if it's reiserfs like mine, nothing will read it.

I think it may think that the whole thing should be a fat partition. You may
have to either shrink it with parted or reformat if that's the case. You
can try and salvage as much as possible from your linux partition but
you'll probably have to reformat that too.
