Most complete CLI-only distro?

Yes, I know, there are lightweight wm's and distro optimized for older
comps, but this is just a curiosity of mine.

A Third Millennium question:
Is there a distro that is particularly complete in terms of non-GUI
applications, including productivity apps? Or, will any Debian -
Fedora - Slackware - Gentoo - whatever offer pretty much the same set
of apps?

Related question:
I have seen threads here and there on people's favorite CLI-based
apps.
Is there a site that specifically lists or reviews Unix / Linux text
only applications, incl. productivity, mail, browsers etc.?
