delayed operation of /dev/dsp with KDE

I have a RH 7.1 Linux on pc hw, with a SB Vibra sound card. If I run:
cat soundfile.wav > /dev/dsp
in a KDE console just after login, it takes almost a minute before I get
any sound output. Thereafter if works almost istantaneously, although
occasionally this delayed response is repeated, not systematically and
not associated with logging in. (It behaves identically with my own C
application using OSS APIs).
The same command in a Gnome console works perfectly everytime!
Is there any KDE setting I could alter to fix this?
