Cannot use xcin to input chinese

Hello... I am using Redhat 9. When I login using Chinese environment, I
can use xcin to input chinese, in terminal or licq. But if I login using
English Environment, after I pressed ctrl-space, the input bar simply
does not come out.

Is there any solution to it? I am using xcin version 2.5.3-pre2. The
environment variable is set as:

XMODIFIERS=@im=xcin
LANG=en_GB.UTF-8
GDM_LANG=en_GB.UTF-8
LC_CTYPE=zh_TW.Big5
