quotacheck in cron

I have turned on quota for users on filesystem home fs type ext3
I have added the quotacheck and quotaon to the RC2.d init via a symbolic
link from init.d
The manpages and all quota docs say add quotacheck to cron for a weekly
run I have done that
However quotacheck recommend not running on live filesystems with
quotaon (quotasystem active)
Am I to tunoff quotas check then turn em back on? I am confusified here...
Also how would I make the weekly or daily check of overquota folks then
mail out to users that they are over quota? I assume I would use
repquota -a and eithe send the output to admin and manually send email
warnings (yuck). Or what I would really like to do is have it send to
users who are over quota as well as admin account.
