Evolution/Pan Message Scrolling Question

I'm currently using Evolution 1.4.5 & Pan 0.14.2 for email & newsgroups
respectively. When I read messages in these programs, small [1 position]
moves of the mouse wheel cause nearly half a page to pass on the screen.

Is it possible to adjust the way these 2 programs scroll messages on
screen with my M$ Optical Wheel Mouse? If so, how/where would I made these
changes.

All other programs, such as Firefox & OpenOffice, scroll everything is
smooth [only 1 line per position on the wheel] on screen.

I would like all my commonly used applications to scroll only 1 line per
position when I move the mouse wheel 1 position [like in the programs
noted above]. Any suggestions?
