KDE shutdown problems

I have two problems with Topologi Linux 4.0
First, in KDe i only have the option to logout, no shutdown/reboot/logout
menu. How do I turn it on?
Second, when Linux tries to power down (halt command) it only turns off the
CPU cooler (by the sound of it), any solution to this?
