Can't login to vsftpd as regular user

Could someone help me:
I have searced the newsgroup world trying to find an answer to this with
no luck: I have recently installed "Red Hat ES v3.0" and added installed
via rpm vsftpd v1.2.1. everything seemed to install ok and
I can ftp as a anonymous user, but if I try to login as a normal user ie:
someone with a password in /etc/passwd I get this error.
"530 Must perform authentication before identifying USER"
I will include a copy of my /etc/vsftpd/vsftpd.conf file on the bottom of
this post. Note: I did make the change using chkconfig to start vsftpd on
boot in levle 5. When
I do a $vsftpd --list I get the appropriate output.
vsftpd 0:off 1:off 2:off 3:off 4:off 5:on 6:off
Also, I read in the FAQ that you need a vsftpd.pam in /etc/pam.d I placed
the file in the dir and still the same
error comes up.
Here is my vsftpd.conf file.
Any help with this would be greatly appreciated!
