    Did you make your own CDs from the ISO and forget to make the CD bootable?
    What ISOs and software did you use to make the CDs?

    On CD 1 there are instructions for making a bootable floppy. CD 1
    \utils I think rawrite utility will make a bootable floppy then it will
    continue the upgrade from the CDs.

    Also it is useful to read the release notes for FC2 as some things change
    and at FedoraNews.com (org) someone did a nice write-up of FC1-FC2 items
    that should have been done during the upgrade but were not, like copying
    some *.fc2.rpmnew files to *.conf.
