Do you have ftp access at least, so we can have a look at
file/directory permissions 'ls -al' first?

Chattr would be uncommon in this case, just a random guess, as
you gave more or less zero information. Without ftp or even
better shell (ssh) access hard to tell. Perhaps get another
ISP/web space provider that will not only let you connect through
one or another click/droll tool.
